Why this verdict
Ukrainian ordinary-passport holders are not listed by Immigration New Zealand as visa-waiver nationals, so they must apply for a Visitor Visa before travel. An NZeTA applies to visa-waiver passports, and Ukraine is not on the official visa-waiver list. The 2022 Special Ukraine Visa and Ukraine Resident Visa are closed to new applications; limited follow-on options are only for people already inside the special scheme.
Conditional rules
- Already in New Zealand on a current 2022 Special Ukraine Visa, including an in-scheme applicant waiting for a Ukraine Resident Visa decision Conditional
These are separate in-country Ukraine pathways, not a visitor-visa waiver for ordinary tourism. New 2022 Special Ukraine Visa applications closed on 15 March 2024 and new Ukraine Resident Visa applications closed on 16 March 2026. Current Special Ukraine Visa holders may have a further temporary route while sheltering in New Zealand or awaiting a residence decision already lodged before closure.
