Entry itself is visa-free under the bilateral agreement, but Israel now requires an ETA-IL (Electronic Travel Authorisation) for all visa-exempt visitors, mandatory since 1 January 2025. The ETA-IL costs 25 NIS (~USD 7) and is valid for up to 2 years. Apply via the official PIBA portal at least 72 hours before departure.

Why this verdict

Under the Ukraine-Israel bilateral visa-waiver agreement (in force since 9 February 2011), Ukrainian citizens may enter Israel visa-free for tourism, private visits or business for up to 90 days within any 180-day period. IMPORTANT: since 1 January 2025 Israel requires an ETA-IL (Electronic Travel Authorisation) for all visa-exempt visitors — this is NOT a visa, but a mandatory pre-travel authorisation (25 NIS / ~USD 7, valid 2 years) that must be approved before boarding. Apply via the official PIBA portal at least 72 hours before departure. The length of stay (B2 tourist status) is determined by the border officer on arrival. Visa-free travel does NOT permit employment. Note: a separate Israel-South Korea visa-waiver was cancelled on 12 October 2025 — this did NOT affect the Ukraine-Israel agreement, which remains in force.
