• biometric Montenegrin passport valid at least 3 months beyond planned departure from the Schengen area and issued within the last 10 years
• proof of accommodation, funds and trip purpose may be requested
• return or onward ticket may be requested

Why this verdict

Montenegrin citizens can visit Luxembourg and the wider Schengen area without a short-stay visa for up to 90 days in any 180-day period. The EU visa waiver is limited to biometric passports for this nationality. This is a shared Schengen short-stay allowance, not 90 days per country.
